September 5, 2012 MEMORANDUM TO: AFPB File FROM: Alexander R. Klein, Chief /RA/

Fire Protection Branch Division of Risk Assessment Office of Nuclear Reactor Regulation

SUBJECT:

CLOSE-OUT OF NATIONAL FIRE PROTECTION ASSOCIATION STANDARD 805 FREQUENTLY ASKED QUESTION 12-0062:

UPDATED FINAL SAFETY ANALYSIS REPORT CONTENT The Nuclear Regulatory Commission (NRC) staff has reviewed National Fire Protection Association (NFPA) Standard 805 Frequently Asked Question (FAQ) 12-0062, Revision 1. This FAQ was proposed by the transition team at the Shearon Harris Nuclear Plant (the authors) to provide additional guidance on the required level of detail for the fire protection related section of the post-transition updated final safety analysis report (UFSAR).

Industry Proposal The authors of FAQ 12-0062, Revision 1 proposed additional guidance to be included in the Nuclear Energy Institute (NEI) document, Guidance for Implementing a Performance-Based, Risk-Informed Fire Protection Program Under 10 CFR 50.48(c), Revision 2 (NEI 04-02). The proposal modifies the following in NEI 04-02: Section 4.6, Appendix N, and the license amendment request template.

The proposal provides guidance for the content and level of detail for the changes to the fire protection related sections of the post-transition UFSAR, as well as an example UFSAR section (Appendix N of NEI 04-02).

NRC Staff Evaluation

The staff has reviewed the proposed changes as presented in FAQ 12-0062, Revision 1, and finds that nothing in this FAQ that would prevent the staffs continued endorsement of NEI 04-02.

In accordance with Regulatory Issue Summary (RIS) 2007-19, the guidance in this FAQ is acceptable for use by licensees during transition. However, the final endorsement of this guidance will be addressed by the next revision to Regulatory Guide 1.205, Risk-Informed, Performance-Based Fire Protection for Existing Light-Water Nuclear Power Plants.
