OF MAY 2, 2016, MEETING WITH DUKE ENERGY PROGRESS, INC. TO DISCUSS FUEL RELOAD DESIGN METHODOLOGY REPORTS AND PROPOSED SUPPLEMENT TO A LICENSE AMENDMENT REQUEST REGARDING THE SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1, AND H.B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 (CAC NOS.

On May 2, 2016, a closed meeting was held between the U.S. Nuclear Regulatory Commission (NRG) staff and representatives of Duke Energy Progress, Inc. (the licensee) at NRG Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The meeting was closed to support the discussion of licensee proprietary information. The purpose of the meeting was to discuss the proposed submittal of the fuel reload design methodology report DPC-NE-3009-P, "UFSAR Chapter 15 Transient Analysis Methodology," regarding the Shearon Harris Nuclear Power Plant, Unit 1 (Harris), and H. B. Robinson Steam Electric Plant, Unit No. 2 (Robinson). The meeting notice and agenda, dated April 14, 2016, is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML16103A255. A list of attendees is enclosed.

The licensee presented informational slides at the meeting (ADAMS Accession No. ML16112A293).

During the meeting, the licensee provided (1) a schedule update on proposed fuel reload design methodology report submittals for Harris and Robinson, (2) its licensing approach, (3) an overview of DPC-NE-3009-P, (4) the scope of demonstration analyses to be included in DPC-NE-3009-P, (5) the core physics and power distribution analysis methodology, and (6) methodology changes from previously approved reports. Regarding its licensing approach, the licensee proposed submitting DPC-NE-3009-P as a supplement to DPC-NE-3008-P, "Thermal-Hydraulic Models for Transient Analysis," which was submitted as part of a license amendment request in November 19, 2015 (ADAMS Accession No. ML15323A351 ). The licensee indicated that both DPC-NE-3009-P and DPC-NE-3008-P rely on the computer codes RETRAN-3D and VIPRE-01 and thus are interrelated. The licensee also described how it plans to address the interface with other fuel reload design methodology reports currently under review. The licensee indicated that the supplement will include applicable technical specification changes for Harris and Robinson.

The NRG staff and the licensee discussed the above topics, and the licensee indicated that they would consider NRG staff comments in the preparation of the supplement.

No regulatory decisions or commitments were made at the meeting.
