OF FEBRUARY 1, 2016, PRE-SUBMITIAL MEETING WITH DUKE ENERGY REGARDING CONSOLIDATION OF EMERGENCY OPERATIONS FACILITIES On February 1, 2016, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Duke Energy (the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The meeting notice and agenda, dated January 7, 2016, are available in the Agencywide Documents Access and Management System at Accession No. ML16020A130. A list of attendees is enclosed.
The purpose of this meeting was to discuss a proposal by the licensee to consolidate the emergency operations facilities (EOFs) with its corporate headquarters EOF in Charlotte, NC.
The corporate consolidated EOF will be an expansion of the existing approved consolidated EOF for three other nuclear power plants owned and operated by the licensee.
Using ML16032A405, the licensee presented its approach and responded to the clarification questions from the NRC staff. Significant actions for the licensee to consider included the following:
- The NRC staff indicated because the proposed consolidation will utilize the previously approved consolidated EOF, which is only for Catawba, McGuire, and Oconee, adding the proposed plants would change the licensing bases for these three plants. Thus, the proposed licensing action will actually be for all 6 operating sites (11 units) plus the new Lee Nuclear Station Units 1 and 2 (Lee) currently under combined operating license (COL) review.
- As in the previously approved EOF consolidation, this proposal will locate the EOF more than 25 miles from the proposed additional plants. Such approval will require specific Commission approval and corresponding senior management reviews. Thus, there will be large uncertainties in the review schedule. In addition, the Fukushima accident raised additional attention to simultaneous multiplant events. Thus, the licensee needs to prepare a very comprehensive submittal to address the potential concerns, such as site interface from remote locations and operating experience with simultaneous multiplant events.
- Because the timing of the ongoing review of the Lee COL requires Atomic Safety and Licensing Board and NRC Commission hearings, the licensee should coordinate its operating reactor and new reactor licensing actions for the optimal sequencing before the submittal.
No regulatory decisions were made at this meeting. No member of the public called in to listen or provide comments to the staff after the business portion of the meeting and, thus, no Public Meeting Feedback forms were received.
