Dear Mr. O'Reilly:

BELLEFONTE NUCLEAR PLANT UNIT 1 - SUPPLEMENTAL RESPONSE TO VIOLATION 50-438/84-01 FAILURE TO PREVENT PRACTICES TNAT CAUSE DETERIORATION OF AN ILECTRICAL PANEL COMPONENT TVA responded to R. C. Lewis' letter dated February 17, 1984, report numbers 50-438/84-01, 50-439/84-01 concerning activities at the Bellefonte Nuclear Plant which appeared to have been in violation of NRC regulations by letter dated March 14, 1984. Below is our supplemental response to the

' citation.

As discussed with NRC-0IE Inspector P. E. Fredrickson on August 29, 1984, the date of September 1,1984, for completion of corrective actions indicated in our final report on this matter would not be met. TVA found it impossible to obtain any environmentally qualified motor starters. An exact replacement will now be installed by March 30, 1985, while the qualification problem is being separately reported on under nonconformance report (NCR) BLN EEB 8413.

A second commitment to revise Bellefonte Quality Control Procedure (QCP) 3.4 has also been delayed. Because of the size of this QCP, TVA has broken it into three separate QCPs (3 4, 3.34, and 3 33) which are expected to be issued by October 14, 1984.
