Dear Mr. O'Reilly:

BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 - SUPPLEMENTAL RESPONSE TO DEVIATION 438/83-10-05, 50-439/83-10 IMPROPER FIRE DAMPER INSTALLATION In response to R. C. Lewis' letter dated May 23, 1983, report numbers 50-438/83-10, 50-439/83-10 concerning activities at the Bellefonte Nuclear Plant which appeared to deviate from commitments to the Commission, TVA had submitted a final response on July 7,1983 and a revised response on August 26, 1983 Below is our supplemental response to deviation 50-438/83-10-05, 50-439/83-10-05.

As discussed with NRC-0IE Inspector, Paul Fredrickson, on December 7, 1983, the date of December 1, 1983, for receipt of the vendor evaluations of TVA's installation of fire dampers was not met. Of the three vendors involved in the evaluation, one has responded that installation per the SMACNA requirements is acceptable. A second vendor has mquested additional details from TVA. The remaining vendor is currently supporting TVA in its Watts Bar Nuclear Plant effort and has been unable to complete its evaluation. TVA now anticipates receiving responses from all vendors by June 15, 1984.

Accordingly, the date for completion of any necessary modifications is now June 15, 1985.

If you have any questions concerning this matter, please get in touch with R. H. Shell at FTS 858-2688.

To the best of my knowledge, I declare the statements contained herein are complete and true.

Very truly yours, TENNESSEE VALLEY AUTHORITY L. M. Mills, Manager Nuclear Licensing oo: Mr. Richard C.
