Dear Chairman Zech:
This letter is written to advise you that the August 12, 1987, letter you recently received from two SMUD Board of Directors relative to a request for an adjudicatory hearing does not reflect the views of the majority of the Board of Directors.
At two separate Board of Directors meetings, a motion to have the Board of Directors send a similar letter failed for the lack of a second.
The major of the Board of Directors considers the recent response grom the Director of Nuclear Reactor Regulation to the petition of the Union of Concerned Scientists ("UCS")
provides a well-reasoned approach for addressing the concerns of UCS respecting Babcock & Wilcox ("B&W") nuclear steam supply systems.
As a participating member of the B&W Owners Group, SMUD agrees with the technical findings of the combined NRC/ Owners Group that the B&W design plants are as safe as other Pressurized Water Reactors and do not pose an undue risk to the health and safety of the public.
Nonetheless, we are implementing the appropriate recommendations from the Owners Group Safety Performance Improvement Program in a timely manner.
Please be assured that we will continue to work with your staff to support the safe restart of Rancho Seco.
