Dear Mr. Crutchfield:
The B&W Owners Group understands the points of view expressed in the UCS press release and letter to the Commission regarding the B&W reactors.
While the informa-tion appears to be worded in a way which dramatizes their concern and inflames public opinion, the technical subjects they address have, for some time, been receiving attention by the B&W Owners Group member utilities.
These efforts were expanded following the Davis-Besse and Rancho Seco transients in 1985.
Specific matters related to plan responsiveness, the auxiliary feedwater system, the integrated control system, and the non-nuclear instrumentation system have been, and are being, dealt with extensively in this expanded effort.
The B&W Owners Group Trip Reduction and Transient Response Improvement Program Plan includes the establish-ment of measurable performance goals regarding plant trip rates and transient response performance.
The B&W Owners Group is dedicated to achieving those goals.
We believe that the achievement of those goals will substantially reduce the UCS concerns.
The B&W Owners Group believes that the NRC's review of the program description will indicate that it does indeed address the concerns raised in the UCS information.
