Dear Mr. Moore:

-BELLEFONTE SIMULATOR TRAINING FACILITY (BSTF) - NATIONAL POLLUTANT-OlSCHARGE ELIMINATION SYSTEM (NPDES) PERMli NO. ALOO50610 - REINSTATEMENT OF DISCHARGE TVA plans to reopen the simulator training facility located at its Bellefonte Nuclear Plant (BLN) Site near Hollywood Alabama.

This will result in the renewal of the discharge from the subsurface sandfilter serving this facility.

4 The sandfilter was constructed in accordance with plans approved by the Alabama Department of Environmental Management ( ADEM) on February 5,1985.

The treated effluent was discharged to the Tennessee River via NPOES Permit i

No. AL0050610. issued by ADEM on June 1,_1985.

However, on October 20, 1988, your off_ ice was_ notified that TVA had decided to defer construction at.BLN indefinitely,-and therefore the BSTF had been closed.

At that time, TVA requested.that the NPDES permit for the BSTF be suspended.

ADEM terminated the permit on July 6, 1989.

TVA intends-to restaff the BSTF with approximately fifteen people beginning March 1,1991.

Full occupancy of approximately 80 people is not anticipated 4

until 1994.

Previously, the BSTF was operated as a separate f acility f rom the nuclear plant and maintained a separate NPDES permit.

However. TVA believes it prudent-to maintain only one NPDES permit for the Bellefonte site and

~ requests that.the existing BLN NPDES Permit No. AL0024635 be modified to Linclude the BSTF outfall.
