Dear Mr. Hulett:
By letter dated February 2, 1987, the Southerr California Edison Company has requested that I make a statement to tre California Public Utilities Corroissier (CPUC) regarding NRC analysis of licensing schedules for San Onofre Unit 2 (seeEnclosure).
As you are avere, the role of the NRC is to assure the protection of the public health and safety. Schedules are generally of interest to us to the rytcr.t that tFey ray have an impact on safety.
In addition, the NRC maintains 6 general arcreness of schedules to assure the proper allocatic.n of staff rescerrrt,
consistent with the applicant's schedule, so as to minimize erverranted and ccstly delays. Prudercy-type issues are not, as such, within our purview.
With regard to licensing of San Onofre Unit 2, I do not recell the specifics of the circumstances existing some five years ago, or of the meeting with your staff which took place about two years ago.
It vould entail a censiderable expenditure of resources to recreate events which occurred in the late 19El-ecrly 1981 time frame.
Given this paucity of readily available, pertinent data, such a recreation might he little more than " revisionist history".
SCE has inquired "whether or not the NRC has performed or is ewcrt c.i ary analysis thich concludes that the San Orefre Unit 2 fuel loading / low power license could have been issuec' as early as January 13, 1982." While the breacth of SCE's use of the word " analysis" is unclear, the NRC does, on a regular basis (in the timeframe in cuestion, at monthly intervals), submit to Congress licensing projections for pending operating license applications.
Such reports which cover overall licensing matters are sent to Congressman Bevill. The Pevill Reports were never intended to represent a precise or in-depth analysis of license-issuance schedules. Rather, they present generalized schedule estimater including an applicant's own construction completion estimate and a brief and not necessarily complete identification of items which might contribute to delay. For your infomation, enclosed are corict of the Bevill Reports for the months of September 19P1 through February 1982.
