BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 - RESPONSE TO NRC REQUEST FOR INFORMATION Enclosed is TVA's msponse to R. C. Lewis' letter dated January 14, 1984, report numbers 50-438/83-31, 50-439/83-31 concerning our program to identify the applicability of vendor information to safety-related structures, systems, and components. Accompanying NRC's statement of concern was a request that TVA provide a response which describes "those particular actions, taken or planned, to improve the effectiveness of your (TVA's) program."

Several weeks delays of this submittal were discussed with NRC-0IE Inspector P. E. Fredrickson on February 13, 1984 and again on March 1, 1984.

  • ENCLOSURE BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 RESPONSE TO NRC REQUEST FOR INFORMATION INSPECTION REPORT 50-438/83-31, 50-439/83-31 TVA Response Before the NRC inspection in November and December 1983, TVA had recognized the importance of assuring that the vendor information in the hands of our Construction, Operations, and Maintenance personnel is accurate, complete, and up-to-date. Initial groundwork for issuing an Interdivisional Procedure (IDP) has already been accomplished and a task force met on February 1, 1984, to finalize plans for issue of IDP 52.05 for the Control and Handling of Vendor Manuals. We note that our efforts in this area are being coordinated with the efforts of the Nuclear Utility Task Action Committee (NUTAC) for Generic Letter 83-28, Section 2 .2 .2 . As the NUTAC work is completed, we should be able to establish a firm issue date for this procedure.

We believe that implementation of this procedure will prevent recurrence of violations due to inadequate control of vendor information because:

1. This IDP will ensure that all vendor manuals are reviewed by the procuring organization to make sure they are accurate and complete (i.e. , that they contain all information necessary for proper storeage, installation, and maintenance of equipment).
2. The vendor manuals will be issued as controlled documents. Return receipt acknowledgement will be required for their initial issue and for any revisions. This will ensure that the information available to those individuals charged with handling, installing, and operating the equipment is accurate, complete, and up-to-date.

We conservatively expect the completed IDP 52.05 to be issued on or before July 20, 1984.
