The purpose of this letter is to request a modificatior of the periodicity in which TVA conducts annual practice sessions for fire brigado personnel at BFN, SQN, and BLN. Watts Bar Nuclear Plant (WBN) will address this su'oject with NRC before fuel load, if necessary.

The NRC guidelines published in the Branch Technical Position (BTP) CMEB 9.5-1 state:

C.3.d.6 (a) Practice sessions should be held for each shift fire brigade on t*s proper method of fighting the various types of fires that could occur in a nuclear power plant. These sesslocs shall provide brigade members with experience in actual fire extinguishment and the use of emergency breathing apparatus under strenuous

  • conditions encountered in fire fighting.

C 3.d.6 (b) These practice sessions should be provided at least or.cc per year for each fire brigade member.

We are currently in compliance with CMEB 9.5-1. However, TVA is requesting a revision of the commitment to C.3.d.6(b) of this guideline to state, " Practice sessions will be provided annualy, but will not - i hT exceed the calendar quarter in which the training is due."

Y U.S. Nuclear Regulatory Commission Page 2 OEC 11 1991 TVA's fire brigade training program meets or exceeds the NRC staff guidance published in BTP CMEB 9.5-1, Section C.3. This is exemplified by NRC in the " Safety Evaluation on the Fire Brigade at Drowns Ferry Nuclear Plant, Units 1, 2, and 3 (TAC Nos./j00344,A00345, and/;00346),"

dated September 13, 1988.

The practice sessions" are conducted at TVA's centralized Fire Training Academy. The acadewy allows TVA to utilize additional and higher quality training simulators and a dedicated full-time professional training staff, which would not be available if conducted at the individual plant sites. One of TVA's main objectives for the "ar.nual practice sessions" is to allow the fire brigade shifts to train as a team. Each shift fire brigade, as a team, trains at the Fire Training Academy for one week individually. The academy trains all the fire brigade member shifts from BLN, BPN, SQN, and WBN. For example, BPN will be at the academy for five weeks a year. To ensure that the fire brigade members that may change shifts or who are ill during their scheduled week's training will receive their "practico session" training within 365 days, the academy backs up the plant shift training rotation five to six weeks a year. SQN, who took their practice session training from February 18, 1991, through March 29, 1991, is now scheduled to take their training again from January 6, 992, through February 14, 1992. To ensure that SQN's fire brigade members' training does not lapse, the SQN fire brigade is also scheduled to take practice session training again from November 23. 1992, through January 1, 1993.

Modification of the periodicity for annual practice session training from annually, not to exceed one year, to annually not to exceed the calendar quarter in which the training is due, will provide TVA adequate relief to schedule practice session team training, which will ensure fire brigade l personnel transferred from shift to shift will maintain current training and qualifications.

In addition, this periodicity is c>nsistent with similar frequencies that l

TVA applies to General Employee Training for unescorted plant access.
