Subject: Inspection Report No. 50-219/88-13

This refers to the routine safety inspection conducted by Messrs. J. Wechselberger,

E. Collins, W. Baunack, and M. Markley April 24 through May 21, 1988, at the Oyster

Creek Nuclear Generating Station. The inspections consisted of document reviews,

interviews and observations of activities as documented in the enclosed inspection

report. The findings were discussed with you and other members of your staff at

the conclusion of the inspection.

Based on the results of this inspection, it appears that one of your activities

was not conducted in full compliance with NRC requirements, as set forth in the

Notice of Violation, enclosed herewith as Appendix A. The violation has been

categorized.by severity level in accordance with the "General Statement of Policy

and Procedure for NRC Enforcement Actions," 10 CFR Part 2 Appendix C (Enforc.ement  !

Policy). You are required to respond to this letter and in preparing your response

j you should follow the instructions in Appendix A.
