  We have completed our evaluation of your letter dated June 12, 1986. Based on
  the information submitted in this response and additional inspections conducted
  on site (July 14 - 18, 1986) which are documented in NRC Inspection Report
  No. 50-400/86-58, we concur with your position that the pertinent penetration
  seals identified were neither safety-related nor fire protection items.
  Consequently, this violation is withdrawn and our records have been updated to
  reflect this position.
