I am responding to your letter of February 11,1999, written on behalf of MaryAnn Black, Chairman of the Durham County Board of Commissioners. In your letter, you asked me to consider Ms. Black's request for a 30-day extension of the comment period associated with Carolina Power & Light Company's (CP&L's) proposed increase in the spent fuel storage capacity at the Shearon Harris Nuclear Power Plant in Wake County, North Carolina (64 i

l Ms. Black requested the extension in her letter of February 10,1999, to Mr. Scott Flanders of the U.S. Nuclear Regulatory Commission (N9C) sttif. As the enclosed letter to Ms. Black indicates, although the comment period has expired and the staff is not extending it, the staff will consider comments from the Board of Commissioners if provided within a reasonable time after the receipt of the NRC staff's letter.
