The NRC Systematic Assessment of Licensee Performance (SALP) Board has
completed its.. periodic evaluation of your H. B. Robinson, Brunswick, and
Shearon Harris facilities.
The H. B. Robinson and Brunswick facilities were
evaluated for the period of November 1,1985 through June 30, 1987.
The
Shearon Harris facility was evaluated 'for the period August 1,1986, through
June 30, 1987. .The results of the evaluation for Brunswick and Shearon Harris-
are documented in the enclosed SALP Board Reports (Enclosures 1 and 2). These
reports will be discussed with you at the Brunswick Visitors Center on
September 30, 1987 and at the Harris Energy and Environmental Center on
October 1, 1987. Results of the H. B. Robinson SALP have not been finalized and
will be transmitted to your under a separate cover letter. We can confirm that
this report will be discussed with you at the H. B. Robinson Visitors Center on
October 13, 1987.
The performance of your Brunswick and Shearon Harris facilities was evaluated
in the functional areas of plant operations, radiological controls,
'
maintenance, surveillance, fire protection, emergency preparedness, security,
outages, quality programs and administrative controls affecting quality,
licensing activities, and training.
Your Shearon Harris facility was also
evaluated -in the additional areas of preoperational and startup testing,
engineering' support and construction activities.
.Several activities at Brunswick and Harris displayed significant performance
to the overall
characteristics that warrant discussion as they (pertain
performance of Carolina Power and Light Company
CP&L).
In the area of
. radiological controls. Brunswick has continued to improve in the area of dose
control, yet continues to maintain one of the highest collective annual dose
for plants in the U.S.
CP&L should ensure that the health physics program at
Harris is maintained in a high dose-conscious fashion and that any lessons
learned from Brunswick and Robinson are applied to Harris.
Emergency drill
scenarios continue to be less challenging than they should be to accurately
assess the true capabilities of the plant staff.
Although performance using
these scenarios has been good, CP&L should upgrade the scenarios in order to
,
assure that sufficient challenge is applied to the responding staff, test the
proficiency of the staff, and to identify any weakness in the program.
The
reactor scrams with complication and challenges to safety systems at Brunswick
have been a concern to both CP&L and the NRC.

to correct this problem, CP&L should ensure that a very high priority is placed
on this effort.
Several activities reveal that problems solved resulting in
excellent performance at one CP&L plant are not necessarily translated into
similar performance at the other CP&L plants.
Both Brunswick and Robinson have
maintained excellent records in the area of plant security; yet, this wealth of
operations security knowledge did not prevent Harris from sustaining several
,
I
significant security problems early in the startup of the plant.
During this
assessment period, the documentation quality of the Licensee Event Reports
(LERs) increased for Brunswick, yet remained poor for Robinson and Harris.
That Brunswick could improve LER quality but not have these improvements used
at Robinson and Harris reflects a lack of coordination and uniformity among the
plants.
Any comments you have concerning our evaluation of the performance of your
facilities should be submitted to this office within 30 days following the date
of our last meeting at your H. B. Robinson facility on October 13, 1987.
Your
comments, summaries of our plant specific meetings, and my disposition of your
comments will be issued as appendices to the enclosed SALP Board Reports.
Should you have any questions concerning this letter, we will be glad to
discuss them with you.
