NRC INSPECTION REPORT NO. 50-400/90-25
This refers to the Nuclear Regulatory Commission (NRC) inspection
conducted by L.
Mellen and R.
Baldwin on December 17 - 19, 1990.
The inspection included a review of activities authorized for your
Shearon Harris facility.
At the conclusion of the inspection, the
findings were discussed with those members of your staff identified
in the enclosed report.
]
Areas examined during the inspection are identified in the report.
Within
these
areas,
the
inspection
consisted
of
selective
examinations of simulator examination techniques.
Within the scope of this inspection, no violations or deviations
were identified.
However, we noted that your licensed operator
requalification program permits licensed instructors to receive
simulator examinations they had previously used to evaluate other
licensed operators.
This practice compromises the reliability of
the simulator exam to identify areas where retraining is needed to
'
upgrade licensed operator and senior operator knowledge.
The requirements of 10 CFR 55 paragraph 55.59
(a) (2)
require
licensed
personnel . to participate
in requalification and
to
participate in the annual examinations.
Additionally, NUREG-1262,
Question 345 (pg 94) states, in part "...will the SRo who writes
the performance exam, and is thus exempt from taking the exam for
that year, comply with this ( 55. 59 (a) (2 ) ) requirement?"
Answer,
"it is the Commission's intent that all licensed operators be
enrolled
in
the
requalification
program
and
take
the
requalification exams; further, an individual must take an exam
that he did not write or review."
We
request
that
you
reevaluate
your
licensed
operator
requalification
examination
practices
at
Shearon
Harris
for
consistency with the above NRC position and that you respond in
writing to this issue within 30 days of receipt of this. letter.
