- CAROLINA POWER AND LIGHT EMERGENCY PREPAREDNESS PERFORMANCE This letter refers to the meeting-conducted at CP&L's request at the NRC-Region II Office in Atlanta,- Georgia, on August 6,1990.

The purpose of the meeting was to allow CP&L to make a presentation 'on corporate emergency preparedness, and H. B. Robinson's recent drill performance.

It is our opinion that this meeting both informative and beneficial, in tnat it provided a.better understanding of CP&L's -emergency preparedness at the corporate level.

A _Managenent Meeting was held at CP&L's request to-discuss H. B.. Robinson's recent exercise performance, as well as corporate emergency preparedness (EP)

~

-topics,, The Deputy Regional Administrator opened the nieeting by expressing NRC concerns relative to Robinson's perfornance during the June 11990 EP exercise and Brunswick's inconsistent EP perforn:ance.

Additionally, interest was' expressed in CP&L's actions to improve _EP performance at al1~three sites.

The licensee-subsequently presented a comprehensive root-cause analysis which addressed exercise problemsoat Robinson, and planning corrective actions..The licensee

committed to several corrective actions including a redemonstration_lof cmergency response capability during a t raded exercise to! be conductediat Robinson prior to year end. A corporate averview was presented which described the organization and thef mannerg in which the corporate EP organization works 4

with the individual site EP organizations.

This ' overview also included a status of ongoing site-specific issues.

During the meeting, the Deputy ~ Regional Administrator solicited CP&L's n3anagement opinions relative to whether NRC actions had contributed to CP&L's performance in'the EP area.

One licensee representative expressed the opinion that the NRC tends to drive licensees toward increasingly, challenging scenarios.

The Deputy Regional Administrator closed the meeting by' stating ~

that:the NRC is seeking consistently good performance among all CP&L's nuclear sites.
