ACCUMULATOR TANK PRESSURE AND LEVEL INSTRUMENTATION . SHEAR 0N HARRIS NUCLEAR POWER PLANT (SHNPP), UNIT 1 (TAC NO. 66852)

In a letter dated January 21, 1986, the NRC transmitted its evaluation of the SHNPP compliance with Regulatory Guide 1.97. In its evaluation, the staff stipulated that either the accumulators' level or pressure instrumentation be environmentally qualified prior to startup following the first refueling cutage. By letter of December 10, 1987, you requested deferral of such modifications until the staff completes its ongoing reevaluation of this requirement.

Taking into consideration (1) the low probability of an accident scenario that would require the use of the accumulators, (2) the accumulators are a passive system, and (3) the accumulators discharge valves are required by the Technical Specifications to be full-open with power removed during normal plant opera-tions, the staff finds that deferral of the above cited modifications is appropriate until the NRC staff completes its evaluation of this issue.

Upon the NRC staff resolution of this issue, the schedule to complete any required modifications will be coordinated with your staff.
