o .2 File:    X7BC35 Log: GN-1515 November 30, 1988 Page two On November 10, 1988, discussions were held between the NRC staff and Georgia Power in which the NRC provided its positions for resolving the Bulletin 88-05 issues for Vogtle Unit 2.            Georgia Power's understanding of those positions is as follows. No additional product testing is required. NRC  staff considers the materials acceptable and obtained a commitment from Georgia Power that the presented data would be docketed. However, the NRC staff stated that because of the suspect WJM/ PSI documentation, they wanted Georgia Power to submit a request for an NRC approval and determination under 10CFR50.55a(a)(3) that the subject WJM/ PSI fittings and flanges provide an acceptable level of quality and safety. The NRC staff also required that design evaluations be performed for those subject carbon steel fittings and flanges with estimated tensile strengths less than 66 ksi. In this regard the NRC staff stated that an acceptable basis for converting from Equotip hardness readings to tensile strength for this purpose would be one standard deviation lower bound from the NUMARC "best fit" curve presented in the Enclosure 1 report.        NRC requested that the results of those required design evaluations be submitted in support of the 10CFR50.55a(a)(3) filing. Results of those required design evaluations are provided in the enclosed report entitled "Vogtle Unit 2 Design Evaluation of WJM/ PSI Fittings and Flanges with Estimated Strength Below 66 KSI." This report will be referred to as Enclosure 2.
Enclosure 2 provides the curve acceptoble to the NRC staff for converting from Equotip hardness values to estimated tensile strength for the carbon steel ma terial .      An  Ecuotip hardness of 381Lo corresponds to 66 ksi. There are 61 installed safety-related WJM/ PSI fittings and flanges with 380LD or less out of a total of 636 WJM/ PSI installed safety-related fittings and flanges.        Design evaluation methods were in accordance with the NUMARC "Report on Generic Analyses and Evaluation of Suspect Materici Identified in NRC Bulletin 88-05" submitted to the NRC on July 22, 1988.          The Enclosure 2 report d
concludes that all of tne installed safety-related WJM/ PSI material at Vogtle Jnit 2 with hardness less than 381LD meet or exceed the j      established design criteria.
