V0GTLE ELECTRIC GENERATING PLANT WITHDRAWAL OF PROPOSED AMENDMENT 10 TECHNICAL SPECIFICATION 3.8.1.1 By letter dated November 7, 1988 (VL-110), Georgia Power Company (GPC) proposed to amend'.the Vogtle Electric Generating Plant Unit 1 Technical' Specifications.

The proposed amendment would have revised the action requirements of Specification 3.8.1.1, for an -inoperable diesel generator, to clarify when it is acceptable-to perform an air roll test on the remaining operable diesel

. generator. By letter dated May 19, 1989-(ELV-00517), GPC requested that the

~ proposed amendment be applied to the combined Unit 1 and Unit 2 Technical

~ Speci fications.

The basis for the proposed amendment centered on the interpretation of Footnote

< # as it applies to Action-Statements b and c of Specification 3.8.1.1. In the event of an inoperable-diesel = generator, or the combination of an inoperable -

-offsite circuit and an inoperable diesel generator, the action requirements call for.the remaining operable diesel generator to be tested regardless of when the inoperable diesel generator is restored to operability. Footnote #' prohibits this testing from rendering the remaining diesel generator inoperable by

-activities performed to support testing pursuant to the Action Statements. This prohibits the performance of an air roll prior to testing pursuant to the Action-Statements, because the air roll would prevent the diesel from automatically starting if a real emergency was to occur. However, in accordance with NUREG-1216, " Safety Evaluation Report Related to the Operability and Reliability of- Emergency Diesel Generators Manufactured by Transamerica Delaval, Inc.," it is desirable to perform air roll tests to check for the presence of water in the cylinders as long as the action does not render both trains of diesel generators inoperable simultaneously. In addition, the air roll test reduces the possibility of engine damage during testing. The proposed amendment would have revised Footnote # to clarify that, if the inoperable diesel generator is restored to operable status prior to testing the remaining operable diesel, the air roll 'could be performed because both diesels would not be inoperable simultaneously.

U. S. Nuclear Regulatory Commission ELV-01298 Pace Two However, discussions'with the NRC staff subsequent to submittal of the proposed amendment indicated that the clarification is not necessary. The basis for this position is that, if the inoperable diesel generator is restored to_ operable status prior to testing of the remaining operable diesel, performance of the air roll will not render both diesels inoperable: simultaneously. Therefnre it.is not necessary. to apply Footnote # and, in fact, it is desirable to perform the air roll test. GPC concurs with this position' and we therefore withdraw the proposed amendment to Specification 3.8.1.1 as requested in VL-110 and revised by ELV-00517.
