Occurrence: operable (Technical Specification 3.7.11.1) and failure to verify the Deluge and Sprinkler Systems operable (Technical Specification 3.7.11.2).

. Conditions Prior to Mode 1 power operation (99%)

Occurrence:

Description of Occurrence: During routine procedure. review, it was discovered that SP-411, Fire Protection, Deluge, and Sprinkler Systems Test, was not completed in the required surveillance interval. Further investigation revealed l' that the previous completed surveillance was performed on 20 March 1978 and the next surveillance was due by 20 September 1979. A scheduling error resulted in

surveillance being initiated on 18 March 1980 and com-1 pleted on 18 September 1980, twelve months beyond the

, required frequency.

Designati,n of The cause of this event is attributed to a scheduling Apparent Cause: error based on a misinterpretation of partial comple-J tion of surveillance requirements completed on 29 January 1979.

Analysis of Occutrence: There was no effect upon the general public health or safety.

1 Corrective Action: The position of a Surveillance Programs Clerk has been instituted to better track and schedule required surveillances. The next surveillance is scheduled for completion by 18 September 1981.

Failure Data: This is the first event of this type reported under i these Specifications.
