Identification of Occurrence:
A single measured value of radioactivity concentration in a critical pathway envircnmental medium samples exceeds ten (10) times the con-trol station value as defined in Appendix 3, Section 3.2.

Conditions ' Prior to Occurrence:

Description of Occurrence:
The air c,oncentration for Thorium-232 of 0.2 pCi/m3 was greater than ten -(10) times the pre-operational level -of 0.008 pCi/m3 at sampling station-C-41.

. Designation of Apparent -Cause:
. The apparent cause of the occurrence was a coal slag pile, located six
,(6). meters south of. the air samoler at station C-41.
The concentra-tion of. Thorium-232 was approximately.'1230 pCi/Kg in the soil sample at the coal slag pile.
Soil concentration during the previous ' two years has been 49 pCi/Kg or less.
Therefore, the increased air con-centration is attributed to the increased concentration from the coal siag pile.

Analysis of Occurrence:
The ~. occurrence was not a result of the operation of Crystal River
~ Unit 3.
- 10. - Corrective Action:
Remedy of this situation by relocation of the coal slag pile or re-location of sampling '~ station -C-41 outside the influence of the coal slag pile is under = study.
