5. Identification of Occurrence:

Failure to enter Action Statement of Technical Specification 3.8.1.1 upon failure of Units 1 & 2 batteries to meet requirements of the Quarterly Battery Check SP-511.

6. Conditions Prior to Occurrence:

Mode 1 power operation

7. Description of Occurrence:

j On 13 July 1977, examination of Units 1 & 2 battery surveillance disclosed that, in

  • anticipation of an upcoming surveillance test, a preliminary test had been performed on s' i

i 6 July 1977. Several cells' specific gravity had dropped more than .01 from the pre-vious quarter, but did meet acceptance criteria in other respects. Upon this dis-closure, Action. Statement was entered. The batteries in question meanwhile had been en charge and passed the surveillance and were declared operable within 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br />.

Designation of Apparent Cause:

Units 1 & 2 personnel were not aware that tests performed prior to required sur-

ve111ance schedule which do not meet acceptance criteria constitute inoperability.

This has been corrected.

i 9. Analysis of Occurrence:

There vera no safety implications in that the batteries were functioning in their intended service during the time in question.

10. Corrective Action:

A meeting was held on 14 July 1977 by the Compliance Staff with all concerned personnel,

, to formally instruct them of correct actions to be taken with respect to Tech Spec requirements.

11. Failure Data:

This was the first occurrence of this event.
