1. t'acility: Crystal River Unit #3
2. Rapcrt Date: 13 September 1977
3. Occurrence Date: 30 August 1977
4. Identification of Occurrence:

During performance of the summer thermal plume data collection suney- the site load of Crystal River Units 1, 2, & 3 was below tt.e 70% level specified in Section 4.1 of the CR #3 ETS for a short period.

5. Description of Occurrence:

The summer thermal plume data collection survey for Crystal River i Units 1. 2, & 3 was conducted on August 30, 1977 during the period  ;

06SO to 1600. During a short period of this survey the site load "

was less than the specified 70% level (Section 4.1, CR #3 ETS).

At 0700 the site load was 65% capacity and at 0800 68% capacity.

By 0900 the site load was greater than 70% capacity and remained above 1

70% for the remainder of the survey.

This deviation will not have a detrimental affect on the verification of the thermal plume model because the model can be adjusted to accom-modato varying load output from the power plant site.

6. Designation of Apparent Cause of occurrence:

The inability to maintain Crystal River site load at 70% capacity or greater during the hours of 0600 to 0800 was caused by reduced system load at night coupled with the necessity of keeping other power stations in the system at base load.
