Crystal River Unit 3 7bchnical Specification 3.3.3.10, Waste Gas Decay l Tank Explosive Gas Monitorirg Instnnentation, requires that the Waste l Gas Decay Tanks have one Hydrogen and one Oxygen Monitorirg 0)annel 1 operable. The specification allows plant operation to continue with 1 these instnnents inoperable, but stipulates that a Special Report be submitted if the period of inoperability e>mvh 14 days. The Waste Gas Decay Tank Hydrogen and Oxygen Monitoring Channels at Crystal River Unit 3 were runwed frtn service (and determined to be inoperable) on twva+*r 28,1989 and were not returned to operational status within 14 days. This report is submitted to fulfill the Special Report requirement of Technical Specification 3.3.3.10. ,

l Reason for IA11 - and orvaan Monitor Incmarability The Waste Gas Decay Tank Hydrogen and oxygen Monitoring instnnents ,

were renoved frun service because of leakage frun fittings in the tubing which connects the instnnents with the Waste Gas Decay Tanks.

The leakage from these fittings could have resulted in releases of radioactive gases to the Auxiliary alilding and to the environment through the Auxiliary alildirg vent. The fitting leaks developed over several years of service and have reached a point where it is ,

considered more pnxient to take the system out of servloe long enough to replace or climinate the fittings.

Schedule for Cu11 active Acticm <

A modification package to remove many of the leaking cupsents in the

. Waste Gas Decay Tank Hydrogen and Oxygen monitoring system and replace them with welded joints (or eliminate tham) was developed in rwv=+=r 1989. The schedule for ompleting the modifications is February 28, 1990. Grab sanples frun the Waste Gas Decay Tanks are being periodically . collected and analyzed for hydrogen and oxygen <

concentration, as required by 7bchnical Specification 3.3.3.10, while the monitoring instrumentation is out of service.
