SUPPLEMENTARY INFORMATION

1. Report No.: 50-302/77-86 .
2. Facility: Crystal River Unit #3
3. Report Date: 8 August 1977
4. Occurrence Date: 12 July 1977
5. Identificatica of Occurrence:

Failure to have two independent circuits between the offsite transmission network and the onsite class 1E distribution system contrary to Technical Specification 3.8.1.1.a.

6. Conditions Prior to Occurrence:

Mode 1 power operation.

7. Description of Occurrence: f At 1110, Unit #3 was notified that the Units 1 & 2 batteries had not met the acceptance 5' criteria of the Quarterly Battery Check, Surveillance Procedure SP-511. The Units 1 & 2 batteries had exceeded the .01 drop in the specific gravity from the previo ts quartkr's surveillance. A start of the emergency diesels was made to verify opera-bility. The batteries were determined to be operable as the specifi:: gravity was greater than the Technical Specification requirement of 1.20.
8. Designation of Apparent Cause:

The greater than .01 drop in the specific gravity was due to the previous quarter's readings being recorded before the batteries had stabilized after an electrolyte addition.

9. Analysis of Occurrence:

There was no safety hazards to the plant or public as the batteries were functional at all times, and the emergency diesels were operable, and available.

10. Corrective Action:

None required as the batteries were well within all Tech Spec requirements.

11. Failure Data:

This was tha first occurrence of the specific gravity dropping more than the .01 limit.
