service. This indicates that your management involvement and control for thit, confirmatory order item fell short of your usual high level of management involvement and control.

Based upon the above, we find that you have shown good cause for the change in schedule for the SPDS. We grant your request to declare the SPDS operational by April 30, 1986. We also grant your request to complete the upgrading of the isolation devices and human factors considerations chan9es by the end of the 1987 refueling outage, scheduled to end June 1, 1987. The Comission's Order of February 22, 1984 is considered to be changed with I respect to the SPDS as described above.
