Dear Mr. Gambhir:
This refers to the inspection conducted on February 8-12,1999, at the Fort Calhoun Station
facility. Additional in-office inspection of material provided after the onsite visit was completed
on February 26,1999. The purpose of the inspection was to evaluate the cumulative effect of
operator worka ounds at your Fort Calhoun Station reactor facility. The enclosed report
presents the ret.ults of this inspection.

Overall, your operator workaround program was well defined and effective at the identification
and timely resolution of operator workarounds. However,less than thorough assessments of
individual workarounds were noted in several instances.
Based on the results of this inspection, the NRC has determined that one violation, with two

examples, of NRC requirements occurred. The violation is being treated as a Non-Cited
Violation (NCV), consistent with Appendix C of the Enforcement Policy. The NCV is described
in the subject inspection report. If you contest the violation or severity level of the NCV, you
.
should provide a response within 30 days of the date of this inspection report, with the basis fcr
your denial, to the Nuclear Regulatory Commission, ATTN: Document Control Desk,
Washington DC 20555-0001, with copies to the Regional Administrator, Region IV, and the
Director, Office of Enforcement, United States Nuclear Regulatory Commission, Washington,
DC 20555-0001.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its
enclosures, and your response will be placed in the NRC Public Document Room (PDR).
