Gentlemen:
This refers to the inspection conducted by Messrs. P. H. Harrell, T. Reis, and
R. P. Mullikin of this office during the period August 1-31, 1989, of
activities authorized by NRC Operating License DPR-40 for the Fort Calhoun
l
Station, and to the discussion of our findings with you and other members of
'
your staff at the conclusion of the inspection.
Areas examined during the inspection included licensee event report followup;
operational safety verification; plant tours; monthly maintenance observations;
monthly surveillance observations; security observations; radiological
protection observations; in-office review of periodic, special, and nonroutine
event reports; and general employee training. Within these areas, the
inspection consisted of selective examination of procedures and representative
records, interviews with personnel, and observations by the inspectors. The
inspection findings are documented in the enclosed inspection report.
During this inspection period, it was found that certain of your activities
were in violation of NRC requirements. However, in accordance with Sections V.A
and V.G.1 of the NRC's enforcement policy, the violations are not being cited.
This action was taken to encourage and support your self-identification and
correction of problems. The noncited violations are discussed in
paragraphs 3.j, 5.a. and 5.c of the enclosed inspection report.
We have also examined actions you have taken with regard to previously
identified inspection findings. The status of these items is identified in
paragraph 3 of the enclosed report.
One unresolved item is discussed in paragraph 7.a of the enclosed inspection
report. This item discusses the lack of an evaluation to determine the effect

on continued plant operation of suspect electrical breakers supplying
Deaerating Pumps DW-46A and DW-46B.
