FOLLOWUP INSPECTION - FORT CALHOUN STATION

Dear Mr. Gambhir:

During our review of Fort Calhoun Station's July 31,1999, performance indicator submittal, we noted that the Drill / Exercise Performance indicator had entered the white band. This indicated a level of licensee performance that warranted an increased regulatory response.

In response to this indicator, we discussed your performance in this area during a telephone conversation on September 15 with Mr. Sefic and other members of your staff. During that conversation, your staff presented an overview of the cause of entering the white band and your planned actions to address those causes. In addition, we plan to review your root cause determination using Inspection Procedure 95001, " Supplemental Inspection for One or Two White inputs in a Strategic Area." We also plan to verify the accuracy of the data reported for the Drill / Exercise Performance Indicator using baseline inspection Procedure 71151,

" Performance Indicator Verification." We intend to complete these inspections during the week ending October 1,1999. Subsequently, we will monitor the completion of your corrective actions through the baseline innection program and monitor the effectiveness of your corrective actions through observation of the Performance Indicators. We will discuss any findings with you at the conclusion of the inspections.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this ietter and its enclosure will be placed in the NRC Public Document Room (PDR).
