NRC BULLETIN NO. 88-11. " PRESSURIZER SURGE LINE THERMAL STRATIFICATION" - EVALUATION OF COMBUSTION ENGINEERING OWNERS GROUP BOUNDING ANALYSIS (TAC NO. 72134)
By letters dated Septen6er 21,1989, and April 4, 1990, Omaha Public Power District (OPPD) responded to item 1.b of NRC Bulletin No. 88-11. " Pressurizer Surge Line Thermal Stratification." The letters stated that OPPD supported the bounding analysis performed by the Combustion Engineering Owners Group (CE0G)
'or which Fort Calhoun Station is applicable.ndicated that the integrity of the pressurizer surge The analysis in satisfies the ASME Section III Code criteria for the life of the plant, taking into account the effects of thermal stratification. However, for Fort Calhoun Station OPPD determined all but two of the supports have been determined to be adequate. As specified by the generic letter, OPPD has met all of the requirements required to be taken for such condition, i.e., additional analyses are being performed, visual inspections were performed, and a justification for continued operation has been submitted. The inspections revealed that no evidence of damage or unacceptable conditions were found. OPPD will perform any needed modifications by the end of the 1991 refueling outage to rectify the problem, if future work indicates such action is required.
The staff has completed its review of the CEOG bounding analysis and finds that although sufficient information has been provided to justify continued plant operation un'.11 Fort Calhoun Station completes its final report in accordance with the schedule delineated by the Bulletin, adequate bases have not been provided for the staff to conclude the PSL meets all appropriate. Code limits for 40-year plant life.
A copy of the evaluation (Enclosure 1), which was sent to the CEOG, is enclosed for your information. Also enclosed (Enclosure 2) is the staff's evaluation of CE's response to items discussed during a September 1989 audit at CE's office.
0 PPD may work collectively through the CEOG effort to address the issues identified in the evaluation, but OPPD is responsible to ensure that the Bulletin requested actions are fully implemented at Fort Calhoun Station.
