SUPPLEMENT SAFETY EVALUATION FOR REVISION 4 0F THE INSERVICE TESTING PROGRAM FOR PUMPS AND VALVES AT THE FORT CALHOUN STATION '

(TACNO.69036)

In your letter dated July 29, 1988, Omaha Public Power District submitted Revision 4 to the pump and valve Inservice Testing (IST Program for the Fort Calhoun Station. The NRC staff's Safety Evaluation (SE dated December 22, 1988, evaluated the IST program up to Revision 3. The staff, with the help of its contractor (EG&G Idaho Inc.), evaluated Revision 4 against the requirements of 10 CFR 50.55a, Generic Letter No! 89-04, and the ASME Code,Section XI.

As indicated in the enclosed SE, the changes in Revision 4, which were mostly 4 new changes and did not address most of the Revision 3 anomalies to your IST program,are consistent with NRC and ASME Section XI requirements. However,-it should be noted that you are still required to address all 1: 1 resolved IST program anomalies identified in Appendix C of the Revision t aated December 22, 1988. You. committed to resolve the anomalies as part of going surveillance test upgrade effort.

This SE completes th'e NRC commitment to complete the Fort Calhoun IST program I review. For future program updates and revisions, you should follow the guidance in Part D of Generic Letter 89-04. Please note that Fort Calhoun is -'

listed as a Table 1 plant in the generic letter.
