SUBJECT:

Reinstatement of Senior R eactor Operator License Pursuant to 10 CFR 55.47, the Omaha Public Power District (OPPD) requests the reinstatement .

of the Senior Reactor Operator (SRO) license previously held by Mr. Kevin Grant-Leanna (Docket No. 55-40185, License No. SOP-43569). Mr. Grant-Leanna was initially licensed as a Reactor Operator in 1985 and was upgraded to SRO status in November 1991. In Reference 2, pursuant to 10 CFR 50.74(a), OPPD requested termination of the SRO license held by Mr.

Grant-Leanna. Mr. Grant-Leanna's SRO license was terminated on August 1,1997.

h Mr. Grant-Leanna recently transferred to the Licensed Operator Training Program as a SRO g Instructor after working in OPPD's Nuclear Safety Review Group (NSRG). The mission of the NSRG is to provide independent, operational oversight for issues involving nuclear safety. Thus, Mr. Grant-Leanna has continued to be involved in plant operations as a member of the NSRG.

Mr. Grant-Leanna has also deiuonstrated competence of the nonnal, abnormal, and eniergency. operating procedures. In conclusion, Mr. Grant-Leanna has discharged his responsibilities competently and safely and is capable of continuing to do so.
