This refers to the enforcement conference conducted at our request in the

Region IV office on August 28, 1989. This meeting related to activities

authorized by NRC' License No. DPR-40 for Fort Calhoun Nuclear Station and was

attended by Mr. W. C. Jones and members of his staff.

The subjects" discussed at this meeting are described in the enclosed meeting

summary.

It is our ' opinion that this meeting was beneficial and has provided a better

understanding of the issues involved.

In accordance with Section'2.790 of the NRC's " Rules of Practice", Part 2,

Title 10, Code of Federal Regulations, a ' copy of this letter will be placed in

the NRC's Public Document Room.

Subject: APPARENT VIOLATIONS RELATED TO THE PHYSICAL SECURITY PROGRAM

On August 28, 1989, representatives of Omaha Pua ic Power District met with

l Region IV personnel in Arlington, Texas, to discuss the apparent violations

I discussed in Inspection Reports 50-285/89-10 and 89-31. An attendance list is

i attached. All of the apparent violations were identified and reported by the

licensee. During the conference, the licensee discussed a recent security

event,that occurred after the last inspection.

In the meeting,'the licensee assured the NRC staff that the apparent

violations have been corrected and that the licensee was in full compliance

with the subject regulatory requirements. The licensee addressed each of the

potential enforcement items. individually and briefed the regional staff on the

actions OPPD had taken to ensure that the apparent violations will not recur.

The apparent violations discussed included:

Inadequate Access Control - Packages: An unauthorized weapon was

introduced into the Protected Area.

  • Inadequate Compensatory Measures: Compensatory actions related to vital

area door alarms were not initiated as required. Also, a compensatory

officer was discovered asleep at his cost.

Inadequate Protection of Safeguards Information: There have been

multiple examples where safeguards information has not been adequately

protected. These examples included safeguards containers that had been

left open and unattended and safeguards information hat had been left

unsecured and unattended overnight. ---
