MAltiTENANCE TEAM RElitSPECTION AT OMAHA PUBLIC POWER DISTRICT (FCS)

This is to advise you of the maintenance team reinspection that has been scheduled at the Fort Calhoun Station during the weeks of December 3 and 10, 1990. This letter confirms the telephone discussion between Messrs. Pat Gwynn and.lohns Jaudon of this office and liessrs. Joe Gasper and Jim Chase of your staff regarding this inspection.

The team leader and principal contact for this inspection is Mr. Jim Gagliardo.

The inspection team will consist of six inspectors made up of NRC personnel and one consultant.

As part of the preparation for this inspection, the team desires to hold meetings with appropriate members of your staff at Fort Calhoun Station on November 13-14, 1990. The purpose of these meetings will be to define the scope of the inspection, to discuss interfaces between the team and your staff, and to have the team members requiring it receive the trai1ing to be badged for unescorted access.

It is requested that you provide those to be badged with any required site-specific training.

The inspection team is scheduled to arrive on site the morning of December 3, 1990, at approximately 8 a.m..and would like to schedule an entrance meeting at approximately 9 a.m.

We also request that an exit meeting be scheduled at opproximately 9 a.m. on Friday, December 14, 1990. The team leader will conduct a daily debriefing with your staff regarding preliminary findings and concerns that may require prompt attention.

Attached to this letter is a list of material that the team will require to

' prepare for this inspection, if possible, this material should be made available to the team leader at the time of the meetings to be held November 13-14,1990.

1.

Administrativeprocedure(s)thatdefine, control,andimplement corrective, predictive and preventive maintenance activities.

2.

Number and distribution of craft personnel for:

electrical. I&C, and mechanical.

(Foreman to craft ratio, etc.)

3.

Description of maintenance planning organization activity.

4 Description of daily meetings for maintenance planning, scheduling, status reports, etc.

5.

Description of maintenance / operation interface during planning, scheduling work closeout, and post-maintenance / functional testing.

6.

Description of work control process (i.e., how work order is started, planned, executed, completed, closecut and equipment is returned to service). Provide procedure.

7.

Description of post-maintenance / modification testing and requirements.

Description of craft training and retraining requirements. Average years of experience for each craft discipline. Turnover rate by craf t.

Description of interface / communication between technical / engineering support staff / plant modifications /QA-QC/ maintenance department.

12. Description of process on comunication with vendor for technical services and latest technical information on equipment and systems installed at plant site.

13. Description of shift work and assignment (e.g., how foreman decides on which craft performs what type of work).
