Dear Mr. Gambhir:

This acknowledges the receipt of your [[letter::LIC-99-0027, Forwards Rev 16B to FCS Site Security Plan,Rev 2 to FCS Safeguards Contingency Plan & Rev 6 to FCS Training & Qualification Plan.Encls Withheld|letter dated March 16,1999]], which transmitted Revision 16B to the Site Security Plan, Revision 2 to the Safeguards Contingency Plan, and Revision 6 to the Training and Qualification Plan for Fort Calhoun Station under the provisions  ;

of 10 CFR 50.54(p).

Based on your determination that the changes do not decrease the effectiveness of your Site Security Plen, Safeguards Contingency Plan, and the Training and Qualification Plan, and after limited review of the changes, no NRC approvalis required in accordance with 50.54(p).

Implementa"on of the plan changes will be subject to inspection to confirm that the changes have not decreased the effectiveness of these plans.

The enclosures to your letter contain Safeguards information of a type specified in 10 CFR 73.21 and are being withheld from public disclosure.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC Public Document Room.
