Dear Mr. Gambhir:

By letter dated March 1,1999. Omaha Public Power District (OPPD) submitted two requests for relief related to the third 10-year inservice inspection (ISI) interval for the Fort Calhoun Station, Unit No.1. The rel.ief requests propose alternatives to requirements in ASME Boiler and Pressure Vessel Code Section XI,1989 Edition, paragraphs IWA-5242(a) and IWA-5250(a)(2).

Paragraph IWA-5242(a) requires removal of insulation and inspection of bolted connections in systems that are borated for the purpose of controlling reactivity. Paragraph IWA-5250(a)(2) requires removal and examination of bolts if leakage occurs in pressure-retaining bolted connections. The staff's evaluation and conclusions are contained in the enclosed safety evaluation. The staff finds that the proposed alternatives provide an acceptable level of quality and safety and therefore, pursuant to 10 CFR 50.55a(s)(3)(i) the proposed alternatives are authorized for the remainder of the third 10-year ISI interval.
