'SPECIAL REPORT~Pur osei This Special Report is being filed in accordance with the re-quirements of Technical Specification 3.3.3.3, Table 3.3-5, Action 34, which requires the submission of a Special Report pursuant to TS 6.9.2 if the Special Particulate, Iodine, and Noble Gas Monitor (SPING-4)is not returned to operable status within 7 days.Event and Action Taken: On August 24, 1992, at approximately 0430, Hurricane Andrew struck Turkey Point.At that time, both units were in Mode 4.The winds due to the hurricane resulted in severing of the sample line from the Plant Vent Stack to the SPING-4.The deficiency was identified on August 26, during a walkdown to assess damage to plant systems due to the hurricane.

Technical Specification (TS)3.3.3.3, Tabl'e 3.3-5, Item 19.a requires the High Range-Noble Gas Monitor in the Plant Vent Exhaust to be operable at all times.(This function is performed by the SPING-4).Upon the SPING-4 becoming inoperable, TS Action 34'requires initiation of the preplanned alternate method of monitoring the appropriate parameter, within 72 hours.This was initiated on August 26, 1992, in accordance with procedure NC-22C,"SPING and DAM Monitor Channel Check."
