The information is as initially received without verifi-l- cation or evaluation, and is basically all that is known by the Region II staff on this date.

AR0UND THE CLOCK COVERAGE BY NRC AT TURKEY POINT The NRC's Region II office in Atlanta commenced 24-hour coverage of the joint control room and other plant activities at Turkey Point on September 26, 1987. The Region II Director of the Division of Reactor Safety is at the site with eight assistants.

This action -is .the result of identification of a non-licensed person who was not in a training status being allowed to manipulate the reactor dilution controls in the Unit 3 control room.

NRC inspectors will provide an around the clock presence in the control room and review circumstances associated with the event.

Licensed personnel had prepared the system properly for manipulation of the controls, and no adverse circumstances occurred. Although the non-licensed person who manipulated the controls was directly supervised by a licensed operator, the action was a violation of strict NRC safety requirements associated with the actions of individuals performing tasks in nuclear power plant control rooms.

The licensee has supplemented oversight management with five managers from St. Lucie.

The State of Florida has been informed.
