July 18,1978 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT --PNS-78-35

information presented is as initially received without verification or evaluation and is basically all that is known by lE staff as of this date.

FACILITY: Florida Power and Light Company Turkey Point, Unit Nos. 3 and 4 Docket Nos. 50-250 and 50-251 Homestead, Florida

SUBJECT:

DETECTION OF H0AX EXPLOSIVE DEVICE At 6:35 a.m. on July 18, a cardboard box containing an apparent explosive device was found in the hot machine shop on the ground floor of the auxiliary building. The auxiliary building was evacuated and a search for other devices initiated. The device was not expected to cause extensive damage if detonation had occurred; however, the licensee pre-pared to initiate a controlled shutdown of both units, as a precaution.

The FBI and the tietropolitan Police Bomb Squad were notified by the licensee and arrived on site. Initially, dogs in training for detection of explosives made a positive identification, but U. S. Army observers were uncertain of the validity of the identification.

At approximately 9:35 a.m., the licensee informed Region II that the device had been determined not to be a bomb. Plans to reduce power were terminated, but the search for other possible bombs was continued.

Local media interest is high. The licensee has responded to press 9

/l inquiries. NRC does not plan a press rele.se at this time. The State I of Florida has been informed. g The IE incident response notifications were made. $

Region II (Atlanta) received notification of this occurrence by tele- I phone from the licensee at 8:00 a.m. on July 18.
