The information is as initially received without verifi-cation or evaluation, and is basically all that is known by the Region 11 staff on this date.

SUBJECT:

ACTIONS IN RESPONSE TO HURRICANE FLOYD At 6:00 a.m. (EST) today, hurricane Floyd was downgraded to a tropical . storm by the National Weather Service (NWS). After passing over the western tip of Cuba and the Florida Keys, the storm moved ashore about 5:00 p.m. yesterday at the southernmost point of Florida.

Turkey Point declared an NOUE at 11:15 a.m. yesterday based on the potential for hurricane force wir,ds and activated their TSC for management of storm preparation and operations. At 12:40 p.m. yesterday Turkey Point started to shutdown Unit 4. Unit 3 was in cold shutdown. St. Lucie also made severe weather preparations, but the storm did not impact St. Lucie.

The eye of the storm passed approximately eight miles south of the plant between 6:00 and 7:00 p.m. yesterday. Maximum sustained winds at the site were reported to be 36 miles per hour. There was no significant damage at the site from the storm.

At 9:00 a.m. this morning, the storm had maximum winds of 50 mph and was located near latitude 27.0 north and longitude 76.5 west, or just northeast of Abaco Island in the Bahamas or about 240 miles east northeast of Miami. The weakening storm continues to move toward the east northeast near 15 mph.

i Region II began continuous monitoring of the storm's progress at 7:00 p.m. on October 11 ,

(Sunday) when the NWS projected that the storm might cause hurricane force winds on the j western Florida coast during the day on October 12. Region Il established this monitoring {

from the IRC beginning on the morning of October 12. Resident inspectors and Regional inspectors in the plant area were dispatched to Turkey Point and St. Lucie on the morning of October 12. Regional and resident staff monitored Turkey Point actions in response to the storm from the control room and TSC as the storm passed.

Region II will continue to monitor the storm's progress as it moves into the Atlantic until l it is no longer a threat to the mainland, i l
