. SUMMARY Scope:
This routine, unannounced inspection was. limited to reactive inspection of -. licensee reported safeguards events and allegations of improprieties in security operational activities. Specific areas of inspection performed in response to the reported events and allega-tions included: Access Control to Protected and Vital Areas; Records and Reports; Compensatory Measures, and Protection of Safeguards Information.
Results: This reactive inspection of the Turkey Point Security Program identif?ed significant weaknesses in communication and supervision at the shift level as demonstrated by delays in reporting security events to shift and site level security management; shift supervisors failing to ensure personnel compliance with duty assignments; and

indecisive actions by shift supervisory personnel in response to questionable personnel actions and performance.
Within the areas inspected, the following violations were identified.
(1)
Failure to provide compensatory measures for a. degraded Vital'
Ares barrier.
(2)
Failure to provide adequate protection for Safeguards Information.
