. EXECUTIVE SUMMARY Turkey Point Nuclear Plant NRC Inspection Report 50 250/251/97-09 This routine announced inspection was conducted in the area of plant support by regional safeguards specialists. The specific area evaluated was the Malevolent Use of Vehicles at Nuclear Power Plant e The inspector concluded that the vehicle barrier system, using a combination of steel cables, gates, concrete barriers, barrier post, bollards (fixed and removable),

buildings and terrain, was an acceptable barrior' capable of stopping a design basis vehicle traveling at the establishea speed prior to the vehicle penetrating the l- protected area perimeter and causing damage to vital equipment. (S2.5.1)

e The inspector determined that the licensee had installed the vehicle barrier at a distance that would preclude an explosion from a bomb-laden vehicle from causing damage to vital targets required for the safe shutdown of the reactor. (S2.5.2)

e Based on the inspector's review of the vehicle barrier system procedures and in discussion with the licensee, the inspector concluded that the plans and procedures were acceptable for implementing the vehicle barrier system. (S2.5.3)
