PROPOSED IMPOSITION OF CIVIL PENALTY -:$150,000 This is to inform the Comission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of One Hundred Fifty Thousand Dollars ($150,000) will be issued on or at,out February 11, 1988 to Florida Power and. Light Company. This action is based on two Severity Level III violations involving (1) multiple failures to maintain positive access-

control, and (2) the improper storage of Safeguards Information. The base amount of the civil penalty for the violation relating to access control was increased by 100% due to the multiple examples and the licensee's poor prior.

It should be noted that the licensee has not been specifically informed of the-enforcement action. The schedule of issuance and notification is:
Mailing of Notice February ll, 1988 Telephone Notification of Licensee February 11, 1988 The State of Florida will be notified.
The licensee has thirty days from the date of the Notice in which to respond.
Following NRC evaluation of the response, the civil penalty may be renitted, mitigated, or imposed by Order.
