NOTICE-0F VIOLATION 1

Florida Power and Light Company Docket Nos. 50-250,;50-251" Turkey Point Units 3 and 4 License Nos. DPR-31,'DPR-41=

During an NRC Linspection conducted on Auo ist 4 through August 31.1990,- .a-violation of NRC requirements was identified. In accordance with the " General-j Jtatement'of Policy and Procedure for NRC Enforcement- Actions," 10 CFR Part 2, Appendix C (1990), the violation is listed below:-

h TS 6.8.1 requires that written procedures ~ and administrative policies L shall be established, inplemented, and maintaine' that meet;or exceed the' -

requirements and recone ndations of Appendh A'of USNRC ' Regulatory Guide i 1.33 and Sections 5.' and 5.3: of ANSI -N18.7-1972. .. Section 5.1 of_ ANSI N18.7-1972 requires that administrative policies be_ provided to control j' the issuance of documents, including changes, that prescribe activities affecting sefety-related structures . systems, or components.

Contrary to the above, administrative policies' were not' established to control changes to the master instrument calibration data sheet for Unit 4 CCW pump automatic start pressure switch, -PC-4-611,. in that-. procedures a did not address changes to the instrument: calibration data sheets. In January,1988, the required and.actua' setpoints'for'PC-3-611 and PC-4-611 1

were changed from 75.0 + 1.5 psig to t0.0 + 1.5; psig: but; the related j

ins'rument calibration data sheets were- not changed. = Subsequently, 1 PC-4-611 was moved and then improperly- calibrated to 75.0 + 1.5 psig using the instrument calibration, data sheets. As a result, on July 26, 1990, the Unit 4A CCW pump improperly automatically started:due to. pressure switch PC-4-611 being set at the wrong value; This is a Severity Level IV Violation (Supplement'1).

Pursuant to the nrovisions of 10 CFR 2.201, Florida Power and Light Company is hereby required to submit a written statement or explanation to the Nuclear '

Regulatory Commission, ATTN: Document Control: Desk, Washington,:DC 20555, with a copy to the Regional . Administrator, Region II,: and if applicable, a copy to the NRC Resident Inspector, within 30 days of the date of the letter - I transmitting this Notice. This. reply should be clearly 1 Aed as a " Reply to a Notice of Violation" anc should include' for each violation: (1)'thereasonfor the violation, or, if contested, the basis for disputing the violation, (2). the corrective steps that have been taken- and -the results achieved, (3) the corrective steps that will be taken to avoid further violations, and (4) the /
