SPENT FUEL PIT LEAKAGE s

A Miami Herald reporter contacted Region II during the week of March 8 regarding the proposed enlargement of spent fuel storage capacity at the Turkey Point site and previous reports of water leakage from the spent fuei pits. Following discussions between the Director, Region II and the reporter on March 12, articles appeared in the press in Miami and other cities.

Leakage from Unit 3 was reported to NRC initially on 11/26/74. The leakage was described as through the pool liner to leak chase piping in the new fuel storage area and collected in a drum. From this drum the unter was returned to the fuel pit through the demineralized.

Subsequently the leakage diminished to the current rate of approximately 1,5 gpm. Part of the reporteth concern stemmed from a 22-27 gpm leakage from the reactor vessel to cavity seal included in the licensee's report.

This leakage has been corrected. It was limited to the period of refueling and is not asscciated with the spent fuel pit leakage discussed above.

Later, on December 5, 1975, leakage from tha Unit 4 pit was reported to the NRC. This leakage was also through the fuel pit liner however, in this case the water seeped through a construction joint in the pic C wall. This water was collected in a metal trough and drained to the waste hold-up tanks. The leak rate from Unit 4 has diminished from ( y the initially reported.2 gpm to approximately 1/2 gpm presently.

Region II inspectors have examined the reported leakage onsite and established that the leakage is being closely controlled and monitored by h the licensee. There has been no evidence of leakage beyond restricted areas and as such does not pese a threat to public safety. The licensee is investigating interim and permanent alternatives for resolution of the matter. Expansion of the storage facilities is currently under review by NER.
