April 9, 1987 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE PN0-II-87-24 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verifi-cation or evaluation, and is basically all that is known by the Region II staff on this date.

FACILITY: Florida Power & Light Company Licensee Emergency Classification:

Turkey Point Units 3 & 4 Notification of Unusual Event Docket No 50-250/50-251 Alert Homestead, Florida Site Area Emergency General Emergency X Not Applicable SUBJECT ALLEGATIONS OF ONSITE DRUG USE - MEDIA INTEREST Media interest has developed in allegations of onsite drug use at this facility.

On April 7,1987, the Region II office received an anonymous telephone call alleging that 14 members of a Bechtel, Corp., work crew were involved in onsite drug use. In accordance with NRC policy, Region II notified the licensee of the allegations. The 14 individuals involved voluntarily submitted to drug screen testing and were suspended from access to the site pending the outcome of those tests.

On April 8, the Region II office received an additional, anonymous telephone call alleging drug use by five other Bechtel employees. This information has also, in accordance with <

NRC policy, been provided to the utility.

Test results for the original 14 employees are expected by Friday, April 10.

Region II will monitor the test results and further action taken by the licensee.

Media interest has occurred. The licensee has iesponded to media inquiries and the NRC is prepared to do so should the necessity arise.

The State of Florida has been notified.

The IAT has been notified.
