April 23, 1976 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE --PNS-76-14 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance.
The information presented is as initially received without verification or evaluation and is basically all that is known by OIE staff as of 2:30 p.m. on date of this notification.
IT SHOULD BE SPECIFICALLY NOTED THAT THIS NOTIFICATION MAY CONTAIN INFORMATION THAT LATER MAY BE DETERMINED TO BE INACCURATE OR INCONSISTENT. AN OFFICE OF INSPECTION AND ENFORCEMENT NOTIFICATION OF AN INCIDENT OR OCCURRENCE (BLUE SHEET) SUBSEQUENTLY WILL BE ISSUED IF WARRANTED.

SUBJECT:
HIDDEN DEVICES PLACED IN KEY APIAS Wj At about 9:30 a.m., April 23, 1976, Radio Station WFTL, Broward County Ft. Lauderdale, Florida, reported to FPL that a message was received by the radio station stating "To celebrate the all time record of FPL for the recession year 1975, and the parallel raping of the working stiff by the monopolistic oil industry, hidden devices have been placed at key areas of Turkey Point and Port Everglades generating plants.

The message was reported to be a copy of the message delivered to the Miami Herald office on March 9, 1976 (PNS-76-10).
g Searches of Turkey Point and other FPL plants have been completed. No unidentified objects were located.
Search procedures are in effect for searching everything that enters the nuclear facilities.
Increased security placed in effect on April 22, 1976, as a result of the notifi-cation that'a group planned to penetrate the security at St. Lucie, remains.in effect. (PNS-76-13)
FPL had notified the FBI, Dade County Public Bomb Squad, Dade County Police and Broward County Authorities. Broward County law enforce-ment authorities are checking the message for fingerprints.
Media interest is expected due to the message being left at a radio station. A press release is not planned by the licensee o'r NRC.
