PROPOSED IMPOSITION OF CIVIL PENALTY - $100,000 This is to inform the Commission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of One Hundred TFousand Dollars

($100,000) will be issued on or about July 21, 1987 to Florida Power and Light Company. This action is based on violations involving (1) the failure to take prompt corrective action for a reactor coolant leak which resulted in boric acid corrosion of reactor vessel head components, and (2) the failure to meet the required prerequisites prior to performing core alteration activities in that the containment ventilation isolation system was not operable, the evolution was not directly supervised by a licensed senior reactor operator, and it took place without direct communication with the control room. The violation was escalated by 100 percent for prior notice of similar events, prior poor performance, and lack of prompt corrective action.

It should be noted that the licensee has not been specifically informed of the enforcement action. The Regional Administrator has been authorized by the Deputy Executive Director for Regional Operations to sign this action. The j schedule of issuance and notification is: q i

Mailing of Notice July 21, 1987 J Telephone Notification of Licensee .luly 21, 1987 A news release has been prepared and will be issued after the licensee receives the Notice. The State of Florida will be notified.

The licensee has thirty days from the date of the Notice in which to respond. '

Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
