' October 26. On September 29,1987, 24-hour control room coverage was initiated by the NRC

'(PNO-II-87-62) in response to determination that the licensee violated 10.CFR 50.54 by-allowing a' non-licensed person to manipulate the reactor dilution controls.

As per NRC Order EA 87-85, dated October 19, 1987, the licensee has -implemented an Augmented. Management-On-Shift Program under which one non-Turkey Point employee is maintained on each shift to monitor control room and plant activities. Under terms of the Order, FP&L has committed to maintain the Management-On-Shift Program until the results of an. independent management evaluation have been studied and evaluated.

The State of Florida is be'ing informed.

Region II continues to respond to media inquiries related to this situation.
